On August 7, 2019, the U.S. Trade Negotiation Office (USTR) issued a product exclusion announcement under the $200 billion tariff-added goods list. This exclusion involves 10 products and 15 applications. The validity date can be traced back to September 24, 2018, the effective date of the list of 200 billion, and August 7, 2020, one year after the announcement. The deadline for application for product exclusion is September 30. Enterprises can still apply for product exclusion.

There are two textile and apparel related products in the 200 billion exclusion list published today, namely, high tenacity polyester yarn not exceeding 600 decitex (described in statistical reporting number 5402.20.3010) and weight exceeding 600 decitex (described in statistical reporting number 5402.20.3010). Nonwovens weighing more than 25 g/m2 but not more than 70 g/m2 in rolls, not impregnated coated or covered (described in statistical report No. 5603.92.0090) 090).

Since September 24, 2018, as part of the 301 survey, USTR has imposed additional tariffs on Chinese goods with an annual trade volume of about $200 billion. The USTR was subsequently revised in May 2019, including the decision to establish a product exclusion process. USTR launched the exclusion process in June 2019, with stakeholders submitting requests for exclusion of specific products. This notification has issued some exclusion lists for products, and will continue to publish the exclusion lists for future decisions.
